Six Pillars of Governance
Forest Department
Tamil Nadu Forest Department, under the Field Director / Conservator of Forests, STR, Erode. Ten ranges across two divisions — Sathyamangalam and Hasanur.
National Tiger Conservation Authority oversight under the Tiger Conservation Plan 2019–30 — the reserve's governing management document. In the NTCA's 2019 Management Effectiveness Evaluation, Sathyamangalam recorded the highest MEE score increase of any tiger reserve nationally.
793.49 km² core, 614.91 km² buffer — 1,408.40 km² total, per the primary 2013 gazette notification (Environment and Forest Dept G.O., 16.03.2013). A previously open core-area discrepancy against a Wikipedia figure has now been resolved — see Sources & Data. The G.O.'s own number is a separate, still-open discrepancy: "No. 4" per the scanned primary document, "No. 45" per the Forest Department's own portal.

G.O., Environment and Forest (FR.V) Dept, 16 Mar 2013 — declares Sathyamangalam Wildlife Sanctuary a Tiger Reserve under Section 38(V) of the Wildlife (Protection) Act, 1972, effective 15 March 2013; the primary source for the reserve's 793.49 km² core / 614.91 km² buffer area figures. G.O. number disputed — "No. 4" per the scanned primary document (ntca.gov.in), "No. 45" per the Forest Department's own current portal (sathytiger.tn.gov.in/about). Not yet resolved.
The five historic working circles
Sandalwood — protected since the Tipu era, depot established 1919
Fuelwood — active until around 1975
Bamboo — ended 1981 after the 1972–75 gregarious flowering
Selection felling — stopped 1980; cited as a cause of habitat degradation
Minor forest produce — ₹60–80 lakh/year, now via Village Forest Committees
Accreditation
CA|TS (Conservation Assured | Tiger Standards) — approved in the 2020–2022 review cycle, listed in the IBCA World registered sites database. An international management-quality standard, independent of the NTCA's own domestic MEE process.
Grazing. ~25,000 cattle recorded competing for forage and water, and carrying anthrax, foot-and-mouth and haemorrhagic septicaemia into wildlife populations. Ring vaccination within 5 km of the boundary is a standing prescription.
Fire. March–April is the critical window. Fire history is poorly published; FSI alerts are the best open signal.
Human–elephant conflict. Crop raiding and electrocution along the boundary. 239 km of solar fencing and trenching at a reported ₹1.51 crore.
NH-948. Roadkill and the contested night traffic restriction — the same argument that has run through Bandipur for over a decade.
Poaching. TRAFFIC historically listed the tract among India's top five poaching locations; the reserve now reports zero incidents in recent years.
Encroachment and fragmentation. Multiple enclosures within reserve forests; corridor loss on the Nilgiri–Eastern Ghats elephant migration route.
Forest rights unresolved. A quarter of claims settled statewide. A governance risk as much as a justice question.

Open discrepancy — help us close it
Research toward this section turned up a claim of a Madras High Court order restricting NH-948 to daytime traffic dated 5 March 2022. The site's own bibliography instead dates its coverage of this restriction to 2025, and the timeline above treats it as a 2024–2026 development. Both cannot be right, and we have not resolved which — possibly two separate orders, possibly one misdated somewhere along the way. Flagged rather than silently picked; see Sources & Data.
